Randy’s Platform
for Illinois
A new kind of Democrat!
The 15th Congressional District is OUR District.
Wherever you are on the political spectrum, Mary Miller is not representing you.
Randy Raley will.
Our fiscal house is unsustainable. Huge tax breaks to those who need them least have driven up the deficit without lowering costs for working families. If we do nothing, rising debt will mean higher interest rates, making it more expensive to buy a house, buy a car, or farm equipment. We need responsible budgeting and a fair tax policy that puts working families first and protects the future of our rural communities
We’ve lived through “trickle-down economics” before. It didn’t work then, and it is not working now.
We have to create jobs, good-paying union jobs. We need affordable housing built by union carpenters, electricians, and plumbers. Apprenticeship programs that let people earn while they learn are a proven path to the middle class, and we should be expanding them.
The administration says these cuts are about “waste, fraud and abuse” but there have been no hearings to back that up. The real result was tax breaks for the well-off and the well-connected. Mary Miller benefits while families in the 15th District pay the price.
As your Representative, Randy Raley will:
-
Broadband: Expand broadband access in rural areas to support small businesses, education and economic growth.
-
Protecting Family Farms: Support policies that strengthen family farms and rein in corporate agriculture.
- Infrastructure and Union Jobs: Invest in roads, bridges, and water systems while creating good-paying union jobs through strong apprenticeship programs.
-
Working Families: Repeal harmful provisions of the so-called “One Big Beautiful Bill Act” and restore fair tax policies for working families in the 15th District.
-
Rural Hospitals: Protect funding to keep rural hospitals and community health centers open.
-
Seniors and Long Term Care: Protect Medicaid, restore proper staffing levels, and ensure our seniors can access the care they deserve.
Issue Priorities
Broadband
There are still parts of the 15th Congressional District without reliable broadband. In today’s world, internet access is not a luxury. It is essential for education, healthcare, small businesess, and staying connected. We must finish the job and make sure every family and community in this district has the reliable broadband services they need.
Helping Family Farmers
Family farms deserve a strong voice in Congress. Instead, BigAg continues to dominate the conversation while small farmers are left behind. Since the GOP took control of the House, the Agriculture committee has held few hearings and has taken little action to support independent producers. The small farmer deserves a seat at the table. Randy will listen to family farmers and fight for policies that protect their way of life.
Infrastructure and Jobs
Representative Miller has returned almost none of our federal tax dollars for community projects in the 15th District. Meanwhile, other districts are securing millions of our tax dollars to fund libraries, fire stations, highways, roads, bridges, and water and sewer upgrades. Those projects create good-paying union jobs that our communities need and deserve. This is taxation without representation, and it has to change.
The 15th District needs funding for critical projects like:
- Replacing lead water pipes in several counties.
- Tornado sirens in Worden and Palmer
- Mental health facilities throughout the district.
- A new water tower in New Douglas
- Dredging Lake Taylorville
- Improvements to Illinois Highway 104 from Quincy to Meredosia

Healthcare
With the passage of the so-called “One Big Beautiful Bill Act,” healthcare coverage is now at risk for 460,00 Illinoisans, according to the Center on Budget and Policy Priorities. SNAP benefits and Affordable Care Act coverage are also on the chopping block. This bill cuts roughly $1.3 trillion from heath care and food assistance in order to fund $1.3 trillion in tax cuts for those making over $500,000. The more you make, the bigger the cut. These reductions put seniors at risk of losing Medicaid coverage. Mary Miller fully supported and celebrated this legislation. Randy will work to reverse the damage and protect the most vulnerable.
Protecting Rural Hospitals and The Medically Vulnerable
The Center for Healthcare Quality & Payment Reform reports that nine rural hospitals in Illinois are at immediate risk of closure, and this law will only make that risk worse. Deep Medicaid cuts would accelerate closures and force remaining hospitals to scale back critical services like obstatrics, chemotherapy, and behavioral health care. In states where 40 percent or more of rural hospitals are at risk, Medicaid funding could drop by more than 20 percent, according to the National Rural Health Association.
In the 15th District, several hospitals rely heavily on Medicaid. The Illinois Health and Hospital Association reports Medicaid inpatient and outpatient admissions exceed 80 percent at Genesis Medical Center in Aledo, Hillsboro Area Hospital in Hillsboro, Kirby Medical Center in Monticello, Pana Community Hospital in Pana, Taylorville Memorial Hospital in Taylorville, and Thomas H Boyd Memorial Hospital in Carrollton.
The Kaiser Family Foundation warns the “Big Beautiful Bill” would reduce federal funding for nursing facilities and likely lead to cuts in other long-term care services, putting additional strain on seniors and their families.
