Randy on the Issues
Infrastructure
(15th CD)
Randy’s first priority is bringing jobs and federal investment to the 15th District to rebuild long-neglected infrastructure, like repairing roads and bridges, upgrading water systems, modernize public buildings, and replace lead water pipes across the district. Randy will make securing funding for these projects his first order of business. Every investment will create good paying union paying jobs, that strengthen local communities and grow the regional economy.
Agriculture
Randy knows family farmers are being squeezed to the breaking point by Big Ag monopolies and Washington failures. Reckless trade policies and tariffs have cost farmers market share and driven down crop prices, while crushing debt, rising bankruptcies, and climate impacts continue to worsen. Randy was a farmer, and he will stand with the farm community to break up monopolies, restore fair and competitive markets, strengthen the farm safety net, and make sure family farmers finally have a real voice in Congress.
Fair Labor Standards
Randy opposes H.R. 1319, the so-called “Modern Worker Empowerment Act,” because it would reclassify workers as independent contractors and strip them of essential protections, including fair wages, overtime pay, benefits, and the right to unionize. He supports raising the minimum wage, strengthening unions to protect workers’ rights, and expanding federal funding for job training in the skilled trades, modeled on the successful programs the VA provides to Veterans. He supports enforcing equal pay for equal work and strengthening protections against workplace discrimination, including pregnancy discrimination and harassment. Workers deserve transparency, accountability, and fair treatment, regardless of gender. He supports establishing paid family and medical leave policies that allow working families to meet their responsibilities without financial hardship. He supports the Paycheck Fairness Act, the Family Act, and the Equality Act. He supports the Higher Wages for American Workers Act (S. 2013). Introduced in June 2025, this bipartisan bill proposes raising the federal minimum wage to $15 per hour and indexing future increases to inflation.
Healthcare
Randy opposes the “One Big Beautiful Bill” because it will undermine Medicaid and put rural hospitals at risk (up to 17 in the district alone) by increasing uncompensated care and forcing potential closures. He is committed to protecting Medicaid, defending at-risk hospitals, lowering prescription drug cost, and keeping health care decisions between patients and doctors, Randy believes healthcare is a right, not a privilege, and strongly supports reproductive freedom, and single-payer, universal coverage for all. He believes we must strengthen maternal healthcare access, particularly in rural communities and supports expanding prenatal and postpartum care coverage, improving maternal health outcomes, and investing in healthcare infrastructure that protects mothers and infants.

Veteran’s Care
Randy advocates for continued and expanded care and benefits for Veterans. He opposes staffing cuts at VA, especially at VHA hospitals and clinics, and he will fight to fully fund and defend the PACT Act. He will work to ensure VA provides timely, high-quality care for every Veteran.
Medicare
Randy supports protecting Medicare’s long-term solvency by adjusting tax rates on higher incomes, expanding drug price negotiation authority, and strengthening fraud enforcement. He is also open to expanding coverage to all, recognizing the the public health risks of leaving people without access to care. Improved Medicare is one single-payer model on which Randy believes we could build.
Social Security
Randy supports protecting Social Security solvency by lifting payroll tax cap and backing his plan Progressive FICA & Social Security Strengthening Act that would help small business, increase benefits to recipients and make Social Security solvent for decades to come. He opposes staffing cuts, calls for increased funding to modernize technology and reduce backlogs, and prioritizes keeping Social Security field offices open, especially in rural communities. He supports a progressive FICA tax that would make Social Security solvent for decades to come. He supports strengthening Social Security and retirement savings protections so that lifelong workers can retire with dignity.
Immigration
Social Services
Randy will work to restore cuts to Medicaid, SNAP, and Head Start, recognizing that these reductions disproportionately harm rural communities and working families. He supports both the Black Maternal Health Momnibus Act and the WIC Benefits Protection Act
Affordable
Housing
Randy supports expanding affordable housing, by preventing landlord collusion, and strengthening the Low-Income Housing Tax Credit (LIHTC). He backs increasing credit allocations, lowering the 50% test, and allowing income averaging to better serve rural communities and people with disabilities.
Small Business
Randy supports expanding SBA loan guarantees and Community Development Financial Institutions (CDFIs) to make it easier for new or underserved entrepreneurs to get started, simplifying paperwork or offering regulatory exemptions for businesses with fewer employees. Strengthening antitrust enforcement or developing rules that ensure fair access to markets could give small businesses more room to compete. Expanding Business & Industry Loan Guarantees and Rural Economic Development Loans and Grants. Supporting a progressive FICA tax so small businesses pay a lower percentage and corporations pay a larger share as well as providing a tax credit for employers with less than 50 employees.
Education
Randy advocates for fair school funding, holistic student support – including mental health and food security – universal pre-K, and fully funding the Individuals with Disabilities Act. He also supports flexible student loan repayment options and incentives for careers in education, healthcare, and community service. He also backs community engagement initiatives – such as Madison County’s Give30 program, which connects students with local mentors.
Teacher & Nurse Recruitment and Retention
Randy backs loan forgiveness, professional development, and “Grow Your Own” programs to build and sustain stable teaching and nursing workforces in rural communities.
Conservation & Environment
Randy supports protecting public lands, and fully funding the EPA, state DNRs, the Department of the Interior, and the Department of Agriculture to safeguard clean water and natural resources. He also strongly backs full funding for the Land and Water Conservation Fund. He supports the Shawnee National Forest Conservation Act of 2025 which would provide permanent protections for more than 13,000 acres of ecologically significant land and preserve the forest’s environmental, recreational and wildlife resources for future generations. He is concerned about AI Data centers being rushed through approvals, threatening communities while offering little benefit, and supports restrictions until stronger protections and fair returns are guaranteed.
Climate Policy
Randy advocates rejoining the Paris Climate Accord to restore U.S. leadership on climate solutions and backs increased FEMA funding to strengthen preparedness and response to worsening climate-driven disasters.
Technology, Infrastructure and Clean Energy
Randy supports broadband expansion, school improvements, and solar and wind energy. He opposes policies that harm clean energy and warns against EPA staffing cuts that threaten carbon sequestration and freshwater safety. He believes AI must be governed to prevent monopolization, protect workers, privacy, and civil rights, and stop misinformation and abuse.
Military
Randy believes the military should never be used against civilians on U.S. soil. He supports cutting obsolete weapons programs and redirecting those funds to ensure service members earn a living wage without relying on SNAP.
ICE
Randy demands a sweeping overhaul of ICE. Funding must be immediately restored to pre-2024 levels and leadership must implement far stricter oversight, vetting, and training standards. no more excuses and no more half-measures. Judicial warrants and clear identification must be mandatory in every operation. Due process must be granted in every case. Aggressive, deceptive, and heavy-handed tactics must be explicitly banned. Detention facilities must meet clear, enforceable standards for safety, medical care, and humane treatment, with independent inspections and zero tolerance for abuse. Any illegal or unethical conduct must trigger immediate investigations, real consequences, and public accountability. Reform must be decisive, uncompromising, and enforced.
Law Enforcement and Crime
Randy supports well-resourced, well trained police with full accountability and respect for constitutional rights. He backs expanding the Violence Against Women Act, restoring campus sexual assault protections, federal marijuana legalization, and ending private prisons. Randy believes we must support survivors of domestic violence by strengthening federal protections; we must ensure survivors have access to safe housing, legal resources, and economic stability. He supports funding community-based programs that provide comprehensive support for survivors rebuilding their lives.
LGBTQ+ Rights
Randy supports the Equality Act to explicitly ban discrimination against LGBTQ+ people in housing, employment, healthcare, and public life. He will always defend the right of any two consenting adults to marry, regardless of gender or gender identity.
Reproductive Rights
Randy is an ardent supporter of reproductive freedoms and believes healthcare decisions should remain between patients and doctors, not politicians. He supports protecting access to contraception, abortion care, and maternal healthcare, and opposes government interference that undermines bodily autonomy or medical privacy. He supports the Women’s Health Protection Act and the Reproductive Health Care Accessibility Act/Resolutions.
Affordable Childcare
Access to affordable, high-quality childcare is essential for working families and economic growth. Randy supports expanding childcare assistance, investing in early childhood educators, and ensuring families are not priced out of workforce participation.
Get Big Money Out of Politics
Randy supports overturning Citizens United through a Constitutional amendment to restore the power of voters over special interests. Until that amendment is achieved, he will fight to limit the size of contributions to Super PACs and reduce the influence of unlimited outside spending in our elections. He supports banning members of Congress from trading individual stocks while in office and imposing a lifetime ban on former members of Congress and senior military leaders from becoming lobbyists. Randy believes our government should answer to the people, not the highest bidder.
Randy also supports commonsense reforms, including stronger transparency requirements for political spending, expanding small donor and public financing so everyday voters have a stronger voice, and closing loopholes that allow dark money to shape our elections. He believes our democracy is strongest when no small group of billionaires or corporations can dominate our political system, or our media, and supports policies that promote transparency, competition, and a diversity of voices in the public conversation.
Voting Rights
Randy supports the John R. Lewis Voting Rights Advancement Act and the Freedom to Vote Act to restore protections, expand ballot access, and prevent voter suppression. He opposes the SAVE Act, which would create unnecessary barriers to voting and undermine the fundamental right to participate in democracy.
